The first target of the EU's anti-racism laws is the Holocaust denial movement, which has a large and thriving presence on the Internet. Under the measures described above, English judges could extradite British Holocaust deniers to Germany, where expressing such opinions is considered a crime. Furthermore, the same laws will inevitably serve to silence other proscribed PROSCRIBED, civil law. Among the Romans, a man was said to be proscribed when a reward was offered for his head; but the term was more usually applied to those who were sentenced to some punishment which carried with it the consequences of civil death.
