Ontario's health councils closing, 14 local networks created.


TORONTO -- The management health care delivery will shift many functions of the Ontario Ministry of Health and Long Term Care to 14 Local Health Integration Networks. The government will close down the province's 16 district health councils on March 3.

In addition to taking over the planning and coordinating functions of the health councils, the CHINS will also be responsible for funding of health care delivery within their geographic areas and taking over some functions of the Ministry of Health and Long-Term Care long-term care (LTC),
n the provision of medical, social, and personal care services on a recurring or continuing basis to persons with chronic physical or mental disorders.

The geographic area of the networks are based on health service usage, as measured by hospital services to which people turn or are referred. Therefore, unlike the health council districts, the LHIN LHIN Local Health Integration Network (Canada)  areas cross municipal boundaries. For instance, the residents of the City of Toronto will fall into four network areas, three of which are shared with parts of adjacent municipal regions.

The LHINS will manage health care at the local level and the Ministry will continue to be responsible for the provision of health care services that meet the needs of everyone in the province. The Ministry will be concerned with strategic directions and provincial priorities for the health system; legislation, regulations, standards, policies and directives to support strategic directions; monitoring and reporting on the province wide performance and the health of Ontarians.

The Minister and staff have held meetings with health care providers, agencies and professional organizations in each of the designated LHIN areas. Participants were largely supportive but cautioned the ministry to keep expectations for implementing LHINS and achieving integration and allow time to establish the working relationships that will make integration successful Agreement that funding be tied to performance measures and evaluation were that:

* all health care providers, health related organizations and patients, to be engaged throughout the creation and implementation of LHINS.

* all health care provider institutions and sectors have an equal voice and role in LHIN development and operations.

* factors such as distance, budget, climate and cultural differences within the province may affect participation in the community engagement and implementation process.

Comments on the rationale for the LHIN boundaries and the relationship between LHIN boundaries and current and future service patterns. Most comments were related to the fact that existing health networks fall into two or more new LHINS boundaries.

Some respondents In the context of marketing research, a representative sample drawn from a larger population of people from whom information is collected and used to develop or confirm marketing strategy.  in the North asked whether current patient referral practices (many are sent out of province for treatment) were being taken into account when determining LHINS boundaries.
