Bump, state secretary of labor and economic development, told area business leaders yesterday that work force development must start at the local level. "It takes a lot of work, and it doesn't always succeed, but it's the only way to get it done," she said, speaking at a Corridor Nine Area Chamber of Commerce breakfast. The chamber represents businesses in Westboro, Northboro, Southboro and Shrewsbury.
