Of budgets and conspiracy theories.

Former Mexico City Mexico City
 Spanish Ciudad de México

City (pop., 2000: city, 8,605,239; 2003 metro. area est., 18,660,000), capital of Mexico. Located at an elevation of 7,350 ft (2,240 m), it is officially coterminous with the Federal District, which occupies 571 sq mi
Mayor Rosario Robles Rosario Robles Berlanga is a left-wing Mexican politician who was appointed substitute Head of Government of the Federal District ("Mayor of Mexico City") when Cuauhtémoc Cárdenas resigned from the post to run (unsuccessfully) for the presidency in 2000.  has found herself on the hot-seat for reports of alleged missing funds during her administration, but she is not taking the accusations lying down. She has sued for libel.

On April 12, the Mexico City daily Reforma reported that Mexico City's Comptroller General Noun 1. Comptroller General - a United States federal official who supervises expenditures and settles claims against the government

detected nearly 6 billion pesos unaccounted for An inclusive term (not a casualty status) applicable to personnel whose person or remains are not recovered or otherwise accounted for following hostile action. Commonly used when referring to personnel who are killed in action and whose bodies are not recovered.  in her administration's budget, and that several "irregularities" were found in the budget's of the city dependencies.

According to the article, the newspaper gained access to this information through the Comptroller's 2000 Executive Activities Report, which was delivered to the Mexico City Legislative Assembly on April 10.

In response, Robles Robles is a common surname in the Spanish language meaning oaks, and may refer to:
  • Alfonso García Robles (1911-1991), Mexican diplomat and politician
  • Aurora Robles (born 1980), Mexican fashion model
  • Charlie Robles (born 1943), Puerto Rican musician
wrote a letter to the newspaper's director (published in the paper on April 16), in which she stated that not only was there no mention of "6 billion pesos unaccounted for" in the report, but neither was there mention of "irregularities."

According to the ex-mayor, these audits are a normal procedure and the observations in the report are investigated through legal means to see if any irregularities actually exist.

She subsequently filed a libel suit in the Mexico City Attorney General's Office April 16 against the newspaper, stating that the April 12 article contained false information and was an intentional defamation of character.

History ) deputies have come to her defense, claiming, along with Robles, that the charges are some sort of plot by the federal government to discredit her.

"Evidently there are very dirty interests involved when a person is discredited without evidence," said Robles in a press conference she held after filing her suit, "Who is behind all this, who they all are, I cannot say.

She could say, however, that she suspects the intention was to discredit the entire political project of the PRD, because it is the only party that has rejected the neo-liberal policies of President Vicente Fox.

PRD Senator Leticia Burgos even suspects sexism.

"Every time a woman gets to a public post she is besieged be·siege

by those who feel uncomfortable being led by a woman," she told local press.

As of press time, there were more questions than answers: Were there really "irregularities" in the Rables budget? Or will Reforma be found guilty of libel? Is the former mayor a victim of a sinister, right-wing, sexist plot? Tune in next time folks, when we find out the answers to these pressing questions.
