OXNARD AIRPORT GRANT TO HELP BUY FLIGHT EASEMENTS; FEDS PROVIDING $1.9 MILLION.

``We've been talking about those a long time,'' said Supervisor John K. Flynn, whose district includes the airport. ``People should not be able to build up tall around the airport.''

The grant provides funding for acquiring easements on a handful of properties that include a former high school site, churches and some commercial land on the east side of the airport.

The project is among a series of improvements being proposed for the small airport, which sees about 40,000 passengers a year on commercial flights, small planes and corporate jets.

Purchasing the easements will allow the airport to control air space above the land by preventing bright lights and tall buildings that aviation officials say could impede aircraft operation.

Property owners are to be paid a portion of the assessed value of their land for the easements, said Rod Murphy, director of airports for the county.

``We're not going to close the church or anything like that,'' said Murphy. ``We just want to make sure we have the easement easement, in law, the right to use the land of another for a specified purpose, as distinguished from the right to possess that land. If the easement benefits the holder personally and is not associated with any land he owns, it is an easement in gross (e.g. . We'd like to keep it as open as possible.''

Oxnard Airport was among more than 30 airports up and down the state to receive $54.8 million in federal grants for airport improvements, Gore's office announced.

Murphy said the funding for the Oxnard project comes from taxes on airline tickets and fuel.

Officials said it probably would take the remainder of the calendar year to complete the purchase process.
