 OWNERS TO BE ASKED TO FUND OPEN SHOP CONSTRUCTION TRAINING
 WASHINGTON, Dec. 4 /PRNewswire/ -- Owners across the country will soon be asked to contribute 10 cents a man hour to help fund the development of a national program for standardizing the training of open shop craftsmen in the construction industry.
 Eleven of the nation's largest open shop construction firms have already agreed to pool their training resources and to provide $2 million in start up costs for the standardized training of pipefitters, millwrights, electricians, welders and instrumentation workers.
 The companies are Austin Industrial, Inc., Houston; Becon Construction Co. Inc., Houston; BE&K Inc., Birmingham, Ala.; Brown & Root Industrial Services, Inc., Houston; Fluor Daniel Inc., Irvine, Calif.; KCI Constructors Inc., Houston; Metric Constructors, Charlotte, N.C.; National Constructors, Inc., Birmingham; TIC Holding Inc., Steamboat Springs, Colo; Yeargin Inc., Greenville, S.C.; and H.B. Zachry Co., San Antonio.
 The program is being administered by the Associated Builders and Contractors' Merit Shop Foundation. "The advantages are obvious," said ABC's Executive Vice President Dan Bennet. "Open shop contractors will be able to train more workers more effectively and at a lower cost. The owner will benefit through lower construction costs."
