OSI Completes Phase Two of TELMEX Multi-Million Dollar Network Performance Management Deployment.

OSI's NetExpert(R) and PM Exel(TM) to Increase Profitability and Customer

Satisfaction

FOLSOM, Calif., Sept. 23 /PRNewswire/ -- Objective Systems Integrators (Nasdaq: OSII) announced today the completion of phase two of a US$5 million reengineering and expansion project by Telefonos de Mexico S.A. de C.V. (NYSE: TMX) to increase the quality of its service offerings throughout Mexico. To complete this second phase, TELMEX and OSI's professional services organization customized and installed OSI's PM Exel(TM) automated performance management solution, making it available to TELMEX's national wireline network. The system will provide network operators with historical and real-time network data for the more than 500 switches that TELMEX will add to the system over the next year. Leveraging OSI's NetExpert(R) operations support system (OSS) framework installed during phase one, PM Exel will enable TELMEX to proactively monitor and improve service quality for their more than 10 million local access line customers.

Formerly known as trafficMASTER, PM Exel provides automated, graphical performance management through real-time views of network traffic congestion and long-term trends that enables TELMEX to monitor its services and network proactively. As a result, TELMEX can increase call completions during high traffic volume by rerouting calls before network problems affect service to customers. In addition, PM Exel will help TELMEX reduce operations costs through effective growth planning from historical analysis, and build customer loyalty by improving service levels based on observed trends. Because TELMEX uses the open and flexible NetExpert framework as its service and network management foundation, the company can quickly deploy new equipment from different vendors, regardless of standards and technologies.

Juan Ludlow, vice president of business and operations support systems for TELMEX said, "The addition of PM Exel to our NetExpert-based management system enables TELMEX to measure and manage performance in real time, providing a significant competitive edge in ensuring service availability and operational efficiency. TELMEX selected OSI's NetExpert framework because of its proven ability to support multivendor networks, integrate legacy systems, and rapidly deploy new services."

"As the management system for other large carriers, NetExpert has proven it can scale to handle network growth -- a requirement for implementing our aggressive 12 month plan to expand TELMEX's network by adding to the system more than 500 switches from multiple vendors," added Ludlow. "The carrier-grade strength and stability of OSI's solution will accommodate both our current and long-term business goals of continued development and growth."

"Carriers like TELMEX recognize that their longevity and success depends on investing in carrier-grade, open management systems that they can add functions to as their business grows," said Chris Simon, vice president, OSI global product marketing. "NetExpert is the cornerstone of our NetEx(TM) Unified Management Architecture(TM) -- OSI's unique model for scalable, integrated service and network management. With the latest release of

NetExpert, OSI applications for managing service delivery, assurance, and usage now have access to universal functions through the common class library. Because the applications can share functions, service providers can receive a higher value from their integrated system, such as comparing how network problems may affect customers with service guarantees and flow through provisioning."
