The HEA's first-year budget is projected at $1.675 million, although only about $100,000 in cash and in-kind donations has been raised so far. The rest of the money is expected to be raised from public and private sources, Rooney said.

About 29 percent of Hollywood's work force is in the entertainment industry, and the area also is considered the anchor of Southern California's tourism industry. For example, about 35 percent of Los Angeles' 20 million tourists in 1995 visited Hollywood.

``If there's an atmosphere that's going to be more exciting they'll stay and spend their money,'' Delgadillo said.

The alliance is divided into eight ``initiative'' teams focusing on the following:

Creating a business improvement district on the industrial/post-production-rich areas around Highland Avenue and Santa Monica Santa Monica (săn`tə mŏn`ĭkə), city (1990 pop. 86,905), Los Angeles co., S Calif., on Santa Monica Bay; inc. 1886. Enhancing public safety, including the creation of a model homeless facility.

Everything is interconnected, officials say. For example, a clean, safer atmosphere will boost tourism and encourage visitors to stay longer and spend their money at local hotels, restaurants and other businesses.

Leron Gubler, executive director of the Hollywood Chamber of Commerce, said the revitalization of Hollywood is important for all of Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. .

Gubler said the HEA's program is a more ambitious version of a business improvement area created last year along Hollywood Boulevard between La Brea Avenue La Brea Avenue is a prominent north/south thoroughfare in Los Angeles. Businesses in the district assessed themselves $3 million over five years, and are receiving some matching funds from the city to combat crime and grime. The effort already has cut crime nearly in half, Gubler said.

``The Hollywood Boulevard district has set the example for what can be done,'' Gubler said.
