Caltrans on Friday reopened Highway 138 where it had been closed by damage from Big Rock Wash. Highway crews were still at work Monday reinforcing the highway's twin bridges with boulders and concrete. Some east valley roads merely had water collected on them but others lost pavement or suffered other structural damage, said California Highway Patrol Sgt. Gil Torres, who on Monday was cataloging Antelope Valley road closures. ``There's pretty serious damage,'' Torres said. On Avenue N near 70th Street East, where a toddler was swept away and killed Jan. 9 after her mother's car got stuck in water 3 or 4 feet deep, one lane of pavement is gone, Torres said. Most other roads that were still closed Monday also sustained structural damage, he said. In Quartz Hill, streets were closed over the weekend because of water being pumped out of retention basins filled by the storms. Damage to county roads in the Antelope Valley alone has been estimated at $20 million, said Public Works official Ray Salehpour. County officials hope the state and federal governments will help reimburse the repair cost. ``We are crossing our fingers,'' Salehpour said. Charles F.
