OMB report cites need for environmental regulatory reform.

 officials will evaluate these recommendations and offer their feedback to the OMB. This feedback will be used to rank the Administration's regulatory reform Regulatory Reform concerns improvements to the quality of government regulation.

At the international level, the "OECD Regulatory Reform Programme is aimed at helping governments improve regulatory quality -- that is, reforming regulations that raise unnecessary obstacles to
 priorities for this year.

Congress requires the OMB to submit an annual report including its progress in regulatory reform and a cost/benefit analysis of federal regulations on state, local and tribal entities. The report identified 189 regulations (more than half of which are environmental) for review and modification by the proper agency of authority.

In 2004, the White House made it a priority to address the economic burden on the highly regulated manufacturing industry sector. Forty-one separate industry groups were involved in identifying the most problematic regulations for their members. The report also indicated many of these 189 regulations were particularly costly and burdensome for small businesses. The Small Business Administration's Office of Advocacy studied the report and is currently working with the OMB to rescind or modify regulations that adversely affect small businesses.
