OKTOBERFEST TO OFFER CONTESTS, FOOD, PARADE.

THOUSAND OAKS Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  - A variety of Bavarian-style entertainment is planned today for the Thousand Oaks Oktoberfest, which has grown into one of the community's most popular events.

``The first year we had probably 1,000 people, and since then it's become a major event in the area with about 10,000,'' said Ragnar Storm- Larsen, who has been involved in the Oktoberfest for 18 years. ``It's still free.''

The festival will feature live German music throughout the day, 60 vendor booths and activities for all ages, including a children's fairway with games and face-painting.

``The thing to do is just watch the people in the crowd and see how much fun they are having,'' said Storm-Larsen, who will be joining the parade in a Viking costume with horns on his helmet. ``We have over 300 volunteers, including puppeteers, jugglers and lots of kids who help us set up the festival and direct parking.
