Fearing a lawsuit from Las Lomas Las Lomas may refer to:
  • Las Lomas, California, a census-designated place in Monterey County
  • Las Lomas (Mexico City), a neighborhood of Mexico City
 developer Dan Palmer, the City Attorney's Office has urged water and transportation officials to speed up studies needed before the 5,800-home minicity proposal can move forward.

In recent letters to the Department of Transportation and the Department of Water and Power, Managing Assistant City Attorney Peter Gutierrez wrote that Las Lomas representatives have charged the city is arbitrarily delaying crucial reports to thwart the project.

The developer has threatened to sue the city.

``We are concerned that undue delay in the environmental review process could have a detrimental impact on the city's ability to defend a lawsuit,'' Gutierrez wrote.

 is expected to approve the water analysis report Tuesday.

DWP management refused to comment on why the water report was being released now. The report was completed more than nine months ago.

The water report shows the city could buy enough water from the Metropolitan Water District of Southern California The Metropolitan Water District of Southern California is the largest bulk water supplier for municipal use in the world. The name is usually shortened to the "Metropolitan Water District" or simply "MWD".  to supply the Las Lomas development. Palmer has proposed building 5,800 homes, plus offices and shopping centers, in the hills between the intersection of the Golden State Freeway The Golden State Freeway is a north-south freeway running through Kern County and Los Angeles County, California. Originally built as U.S. Highway 99, it was re-signed as Interstate 5 in 1964.  and Antelope Valley Freeway The Antelope Valley Freeway is a freeway in Los Angeles and Kern counties in southern California. It is signed as California State Highway 14 along its length. It connects Greater Los Angeles to the rapidly developing Antelope Valley. .

The water report is one of two missing reports Palmer needs to complete his environmental impact report and proceed with his application to annex to the city of Los Angeles

But his EIR EIR n. popular acronym for environmental impact report, required by many states as part of the application to a county or city for approval of a land development or project. (See: environmental impact report)  has been stalled for more than a year, hung up by the DWP and awaiting Department of Transportation approval of his traffic study.

DOT transportation engineer Sergio Valdez said his department asked Las Lomas consultants this year to redo To reverse an undo operation. See undo.  their traffic study using new information on traffic growth in Santa Clarita and the North Valley.

``There hasn't been any undue delay on this. It's just a really large project and it's unreasonable to think you can have 4,500 p.m. (afternoon) peak-hour trips reviewed in the same time as it takes to review a shopping center.''

Las Lomas officials said the project size can change with community input. That's why they're so eager to get the EIR completed.

``Delay doesn't help anybody. Our goal is to move forward with information to take out to the community a discussion of the appropriate size for Las Lomas,'' said Hilary Norton Orozco, vice president of community development for Las Lomas.

During the EIR delays, though, Los Angeles and Santa Clarita have embarked on their own race to quash Las Lomas.

The two cities are expected soon to send their applications to the Los Angeles County Local Agency Formation Commission, which votes on jurisdiction and boundary changes.
