Leslie Troncale of the Los Angeles County Department of Animal Control and Care. ``They had no food and water.'' Troncale said Wednesday that the department plans to present evidence to the Los Angeles County District Attorney's Office for a decision on whether to file criminal charges against the owners, a mother and daughter whom department officials did not identify. Troncale said the department brought charges against the pair last year after animal control officers received a neighbor's complaint about a dog attacking a Pigmy goat. ``The dog was still chewing chewing or mastication Up-and-down and side-to-side movements of the lower jaw, using the teeth to grind food for easier swallowing.
