Boeing has not yet responded to the letter. Boeing officials did not respond Friday to requests for comment.

Incentives available to Boeing include the region's designation as an enterprise zone, which means businesses can receive state tax credits; and Palmdale's foreign trade zone, which offers breaks on U.S. customs duties Tariffs or taxes payable on merchandise imported or exported from one country to another.

Customs laws seek to equalize the charges imposed by other countries, furnish income for the federal government, and preserve the financial stability of domestic industries.

``We believe Boeing will find this area very competitive with other states and an excellent location for aircraft manufacturing and flight testing,'' the letter said.

Through its acquisition of Rockwell International's aircraft and space divisions, Boeing has two operations in Palmdale: B-1B bomber modifications and space shuttle modifications. In all, the company employs about 1,000 people in the Antelope Valley.

Boeing has not made any major announcements about relocating programs. Company officials say they are making a careful evaluation of what opportunities are now available after having acquired McDonnell Douglas in August.
