Fox said he will repay the money to settle the matter, which he characterized char·ac·ter·ize

For example, if a nation should lay a very heavy tariff on American goods, the United States would be justified in return in laying heavy duties on the manufactures and  for his questioning of hospital administrator Bob Harenski's credit card records.

``The bottom line is, there were a lot of receipts lost. I had turned them in,'' Fox said. ``I took the better part of valor valor

Hospital officials announced last month that they will impose stricter controls over credit card use by board members and hospital staff after an audit found that Fox failed to submit receipts for more than $1,600 worth of bills during the past six years.

Hospital records show board members spent more than $10,000 last fiscal year on credit cards - mostly for travel to hospital conferences in San Diego San Diego (săn dēā`gō), city (1990 pop. 1,110,549), seat of San Diego co., S Calif., on San Diego Bay; inc. 1850. Bob Anderson (b. 19 May 1931, Hendon, London - d. 14 August 1967, Northampton) was a Grand Prix motorcycle road racer and racecar driver from England.
, the hospital's chief financial officer, said Fox has agreed to repay the hospital $2,152.83, the bulk of which has to do with travel costs of his family to hospital conferences. He must pay by the end of the year.

The air fare costs include $1,223 for his wife's airplane airplane, aeroplane, or aircraft, heavier-than-air vehicle, mechanically driven and fitted with fixed wings that support it in flight through the dynamic action of the air.  ticket to a June national health lawyers meeting in Texas. Fox also will reimburse the hospital $156 for air fare for his wife and two children - $154 for his wife and $2 for the children - to a hospital conference in Phoenix in 1995.

``The normal thing is you get a two-for-one ticket, and your wife's one costs $6,'' Fox said. ``The hospital made two separate tickets for my wife and I, and I was unaware of the change in policy. Normally the hospital gets the best deal. I got stuck with the large ticket.''

Fox said he didn't pay back the air fare costs sooner because ``there's a delay in the hospital putting up the charges of what you owe.''

Anderson said board members often bring along family on trips, but when they complete their travel vouchers, they itemize To individually state each item or article.

those expenses that are personal and reimburse the hospital.

``(Fox) completed vouchers on most trips and reimbursed hospital for personal expenses,'' Anderson said. ``There are trips where he has not completed the vouchers. He's contending that he did, but we can't find it.''

In addition to the air fare, Fox must pay back a $500 advance given him for the Phoenix trip to cover incidental expenses Noun 1. incidental expense - (frequently plural) an expense not budgeted or not specified; "he requested reimbursement of $7 for incidental expenses"

, such as meals, tips and taxi fare. He has not been able to provide the receipts for the charges.

Fox also must pay $50 in connection with another trip for which there are no receipts. That cost was for a one-day trip to Sacramento in 1994 to meet with legislators on the Brown Act, the state's open-meeting law, Anderson said.

Then there is $223.83 for miscellaneous items that were charged to the hotel bill on the Texas trip that have been deemed personal expenses, including phone charges and room movies.

Anderson said Fox provided verification for 28 business meals by explaining the business purpose of the meals, and there were 19 charges by Fox associated with conferences that were approved.

Fox said he was being singled out in retaliation for his raising questions about Harenski's credit card records, which Fox says show Harenski spends about $1,000 a month on travel and meals.

``They did ask others to verify (the charges) but not in as great a detail as with me,'' Fox said.

Fox countered that it appears Harenski used frequent-flier miles earned off of hospital credit cards and took a trip with his wife to Hawaii sometime last year. Fox said Harenski eventually repaid the hospital for the trip.

Anderson, however, said he was not aware of such a trip. Anderson said Harenski and four other hospital officials did travel to Hawaii in September to look at that state's successful program in dealing with child abuse.

Anderson said Harenski did take a trip to the East Coast about a year ago using hospital frequent-flier miles. Harenski reimbursed the hospital $600 for air fare, Anderson said.

Anderson said the hospital does not have a policy concerning the use of frequent-flier credits from hospital credit cards.
