During the course of its investigation, members of the commission went to the scene where Mitchell was said to have become erratic and raised a screwdriver to officers when they attempted to take away her shopping cart. ``The board believes that Officer (Edward) Larrigan's tactics were significantly deficient and may well have contributed to the officers finding themselves in a position where they believed deadly force An amount of force that is likely to cause either serious bodily injury or death to another person. Police officers may use deadly force in specific circumstances when they are trying to enforce the law. was necessary,'' the majority report said. Those voting to rule the shooting was out of policy included Commission President Gerald Chaleff, Commissioner Dean Hansell and Commissioner Warren Jackson.
