OCOM RECEIVES NOTICE FROM BRITISH REGULATORY AGENCY /REPEATING FROM YESTERDAY TO POINTS NEEDED/

 NEW YORK, July 15 /PRNewswire/ -- OCOM Corporation (NASDAQ: OHCO) announced, in connection with its previously announced transaction to form International CableTel, Inc. and to acquire Insight Communications U.K.'s interest in cable telephone franchises in the United Kingdom, that it today received a copy of a letter from the British Office of Telecommunications ("Oftel") to Insight U.K. indicating that the director general of Oftel "is not satisfied" with Insight's plans for funding the construction of the licenses in Guildford, England, and Glasgow, Scotland, or that modification of the licensees as requested by Insight's business plan is in order. The letter also stated that the director general does not currently intend to revoke existing orders to enforce compliance by Insight U.K. with the building schedules required by the terms of such licenses. The director general also indicated that he presently intends to issue similar orders to enforce compliance with building schedules for certain other licenses currently held by Insight U.K.
 Oftel has the power to issue orders requiring compliance with license conditions; however, the Department of Trade and Industry is the agency which has the power to enforce orders and has revocation authority.
 Oftel has invited Insight and OCOM to submit comments with respect to the matters set forth in Oftel's letter by July 29, 1993 and to conduct further discussions with Oftel on such subjects. OCOM and Insight intend to do so and otherwise pursue the previously announced proposed financing and all regulatory approvals necessary to accomplish the transaction between OCOM, International CableTel and Insight U.K. OCOM believes that the current International CableTel financing proposal, if implemented, would be sufficient to achieve required build schedules, but there can be no assurance that such financing or any alternative financing plan which OCOM and Insight U.K. may present to satisfy the concerns of Oftel will be available or will be satisfactory to Oftel. If the license situation is not resolved to OCOM's satisfaction, OCOM would not be obligated to consummate the acquisitions of the Insight U.K. properties.
