 O'BRIEN ENERGY ANNOUNCES UK BIOGAS PROJECT
 PHILADELPHIA, Jan. 27 /PRNewswire/ -- Leading international energy


project developer O'Brien Environmental Energy (AMEX: OBS) announced today that a contractual agreement has been reached to develop a 2.5 MW landfill gas fueled power project at Rowley, Burnley, Lancashire, in the northwest of England, under the Non Fossil Fuel Obligation (NFFO), a U.K. government sponsored renewable energy program.
 "This NFFO program guarantees the developer an attractive electric generation rate and is designed to encourage the development and growth of non-fossil fueled, renewable energy projects in the U.K.," Bruce Levy, O'Brien's vice president of marketing, said.
 Electricity generated from the gas will be sold to the local utility, Norweb. Rowley landfill is owned and administered by Lancashire County Council, and O'Brien will pay a royalty to Lancashire Council in exchange for the long-term rights to commercially develop the biogas. Rowley is an elevated site of some 100 acres, and is still taking in waste.
 "We are delighted to have won this bid to contract for Rowley. This is the second European biogas project for which we have completed agreements. Construction at Rowley should start early in 1992," Levy concluded.
