Under the Local Government Act of 1973, Sutherland became (1975) part of the new Highland region (now a council area). , indicates that the diamonds found at the Kade concession are of significantly higher quality and are not typical of the great majority of the Ghanaian diamonds. While typically, Ghanaian diamonds consist of 30-40 percent boart and industrial qualities, and unattractive quality of diamond, the Placer Analysis Ltd. report found no true boart and only a small proportion (10 percent) of industrial quality diamonds on the Rade concession. Donald G. Sutherland also indicated a notably higher proportion of + 0.5 ct diamonds than would conventionally be expected elsewhere in Ghana. NB: Size class intervals for the Nora classification are approximate because of conversion from diamond sieve numbers. Mr. Sutherland stated: "It is immediately apparent that there is a major difference in the size of Nora diamonds and those reported by Junner and Applin. Over 18 percent of Nora diamonds exceeds +4mm. (roughly 0.5 ct) by weight while elsewhere in the Birim valley there is rarely more than 1 percent above this size. The larger size to the Nora diamonds is also supported by anecdotal evidence anecdotal evidence, n information obtained from personal accounts, examples, and observations. Usually not considered scientifically valid but may indicate areas for further investigation and research. from Galamsay workings which seems to suggest a more frequent than normal incidence of +1 ct diamonds in the Kade concession are of the Birim valley."
