NCTM Nationally Certified in Therapeutic Massage
 proposal to improve K8 mathematics programs. In particular, I find unacceptable NCTM's insistence that children by grade 4 must know how to add, subtract, multiply, and divide fractions. There is no empirical evidence that this is a reasonable objective, and there is overwhelming evidence that the subject is too difficult for a high percentage of these youngsters to master.
