New reproduction agency will be in Vancouver.


Ottawa -- Vancouver will be the location of the future head office of the Assisted Human Reproduction Agency of Canada. The Agency will be established in January 2006 under the Assisted Human Reproduction Act, It will regulate assisted human reproduction activities in Canada and foster the application of ethical principles in relation to assisted human reproduction.

The Agency will report to the federal Minister of Health. It will be governed by a 13-member board of directors. Only the Chairperson, and the President/ Chief Executive Officer will be full-time.

Initially the agency will have a staff of 40 public servants and a budget of $10 million per year.

The Agency's responsibilities will include:

* licensing of persons engaged in vitro fertilization
external fertilization  union of the gametes outside the bodies of the originating organisms, as in most fish.
internal fertilization  union of the gametes inside the body of the female, the sperm having been transferred from the body of the male by an accessory sex organ or other means.
 and research involving the in vitro human embryo,

* inspection of clinics and research laboratories,

* collection and analysis of health reporting information, and

* provision of advice to the Minister on assisted human reproduction-related issues.
