New director takes over in Arlington.

Arlington, county (1990 pop. 170,936), N Va., across the Potomac River from Washington, D.C. Arlington is a residential and commercial suburb of Washington.
, Va., named Dinesh V. Tiwari its new director of Parks Recreation and Cultural Re sources (PRCR PRCR Preliminary Repository Concepts Report ). Tiwari, 54, comes to Arlington after serving six years as director of Parks, Recreation and Community Facilities in Richmond, Va., a department with 340 employees and a $20 million budget. Prior to that, he was director of Parks, Recreation and Facility Management for Suffolk, Va., from 1992 to 1999.
