Society for the Prevention of Cruelty to Children SPCC (US) n abbr (= Society for the Prevention of Cruelty to Children) → Kinderschutzbund m ) Plans and Facility Response Plans (FRPs) went into effect. These new rules not only affect facilities that currently have SPCC plans, but also bring new facilities and industries under jurisdiction. The SPCC regulations first went into effect on January 10, 1974, as part of the Oil Pollution Prevention Regulations under the Clean Water Act. The regulations applied to owners or operators of facilities that store or use oil and oil products that could discharge oil in amounts that may harm navigable waters Waters that provide a channel for commerce and transportation of people and goods. Under U.S. law, bodies of water are distinguished according to their use. The distinction is particularly important in the case of so-called navigable waters, which are used for business or or adjoining shorelines. The revised rules, however, apply to owners and operators of non-transportation-related facilities engaged in drilling, producing, gathering, storing, processing, refining refining, any of various processes for separating impurities from crude or semifinished materials. It includes the finer processes of metallurgy, the fractional distillation of petroleum into its commercial products, and the purifying of cane, beet, and maple sugar , transferring, distributing, using or consuming oil products. In addition, to a broader applicability for the revised regulations, key changes to the SPCC requirements relate to storage capacity, certification, reportable quantities, inspections, plan inspections and strategies for compliance. Facilities operational on or before August 16, 2002, must modify their SPCC plans to incorporate the new amendments by February 17, 2003, and' implement the plans by August 18, 2003. Facilities that become operatibnal between August 16, 2002, and August 18, 2003, must prepare and implement a SPCC plan before August 18, 2003. Facilities that become operational after the August 2003, deadline must prepare and implement their plans before beginning operations.
