New Partnership for African Development. (Editorial).


After four decades of independence, African countries have acknowledged that no country can go it alone in the era of globalisation. Thus the New Partnership for African Development (NEPAD NEPAD New Partnership for Africa's Development ) which is an initiative towards regional integration. NEPAD incorporates two regional economic development plans put forward by different African presidents: the Millennium Partnership for African Recovery Programme (MAP) and the Omega Plan. A summit of African heads of states officially launched the NEPAD on 23 October 2001 in Abuja, Nigeria. The NEPAD seeks to stimulate the continent's development and prepare it for the challenges of political change and globalisation.

  welcome by a broad range of opinion, amongst the donor community and African leaders. It has been hailed as the panacea to solve Africa's chronic economic problems. The document covers most of what has been identified as major causes of Africa's economic collapse, from good governance to security and promises to tackle them.

One of the central elements in the NEPAD is "ownership". It is widely emphasised that NEPAD is an African generated initiative and has not been imposed from the outside. This emphasis on the "African ownership" of the NEPAD is in line with a shift in World Bank and IMF IMF

 thinking that now recognises that the failure of most of their projects in Africa is partially due to the lack of genuine ownership by the countries concerned.

However, members of civil society organisations (CSOs) have questioned both the issue of ownership and specifically the content of the NEPAD. Most have concluded that the NEPAD does not provide a people centred, propoor, gender responsive, economic framework for poverty eradication and women's empowerment. It promotes partnerships that concentrate on donors, transnational corporations and wealthy segments of African societies. CSOs have contended that the people who dreamt up the NEPAD did not consult with their parliaments and civil society before moving onto a mass mobilisation effort. This broad lack of domestic support is problematic because it locks African people into agreements in which they had no part.

The Gender and Economic Reforms in Africa (GERA Gera (gā`rä), city (1994 pop. 122,970), Thuringia, E Germany, on the White Elster River. It is an industrial center and a rail and road junction. Sara Longwe, FEMNET's Chair, in her analysis of the NEPAD contained in a paper titled Assessment of the Gender Orientation of NEPAD, maintains that the NEPAD has little recognition of gender issues and a simplistic sim·plism

 du commerce. Par consequent, le Nouveau Partenariat pour le Development Africain (NEPAD) qui est une initiative pour l'integration regionale, a ete institute. Le NEPAD est constitute de deux projets de plans de developpement economique de niveau regional que les divers presidents Africains ont lance au debut de cette annee, savoir le Programme Africain de Recouvrementdu Partenariat Millenaire et le Plan Omega. Un sommet de chefs d'Etats Africains a officiellement inaugure le NEPAD le 23 octobre 2001 Abuja au Nigeria. Les OSC ont conteste que les initiateurs du NEPAD n'ont consulte, avant de se lancer dans l'effort de mobilisation de la masse, ni leurs parlements, ni a societe civile. Ce manque general de soutien national est problematique en ce qu'il confine le peuple Africain dans des accords auxquels celui-ci n'a pas pris part.

L'organisation "Programme de Reformes Economiques en Afrique" Gender and Economic Reforms in Africa Programme, (GERA) a signale que le NEPAD pourrait maintienir les femmes et les pauvres dans le piege de la pauvrete. GERA argumente que les evidences les plus eclatantes de l'aveuglement du NEPAD sur le genre, c'est d'abord le fait quil ignore l'impact devastateur des politiques du Programme des Ajustements Structurels (SAP) imposees par des institutions financieres internationales, et ensuite l'appauvrissement des pays africains.

Elle recommande l'adoption de politiques feministes pour traiter des problemes de genre.
