UDSI service is open to all carriers and allows even the 800 business owner to list directly with operators. With AT&T having a decreasing marketshare of working 800 numbers, the consumer calling 800-555-1212 for directory assistance may find a significant number of times the AT&T operator does not have the business or toll free number requested.
