The service offers a VOD system that allows the user to view the video content of their choice at any time, together with a videophone system that offers up to 4-way calling at low cost, and allows users to benefit from a range of learning, counseling, buying & selling, and community services, with the familiarity and ease of operation afforded by television sets and the peace of mind afforded by face-to-face communication.

Netmarks' partner in the development of the systems, such as the STB, used to provide the service is NEC (NEC Corporation, Tokyo, www.nec.com, www.necus.com) An electronics conglomerate known in the U.S. for its monitors. In Japan, it had the lion's share of the PC market until the late 1990s (see PC 98).
