The Navy/Marine Corps Service Day at the 2004 Professional Development Institute comprised a morning plenary session Plenary session is a term often used in s to define the part of the conference when all members of all parties are in attendance.

These sessions may contain a broad range of content from Keynotes to Panel Discussions and are not necessarily related to a specific style of delivery.
 and afternoon workshops. The morning session included a keynote presentation by the Honorable Dionel Aviles, Assistant Secretary of the Navy Assistant Secretary of the Navy (abbrev. "ASN") is the title given to certain senior officials in the U.S. Department of the Navy. They serve as chief assistants to the Secretary of the Navy (SECNAV).  (Financial Management & Comptroller). He addressed the future requirements and challenges facing the Department of the Navy.

 Bruce Engelhardt, Director of Navy Budget, discussed the Department of the Navy budget highlights for fiscal years 2004 and 2005. Ms. Patricia Adams, Deputy Assistant Secretary of the Navy (Civilian Personnel), discussed the planning involved in implementing the National Security Personnel System within the Department. * Naval Inventory Control Point, Philadelphia

* Naval Supply Systems Command

The afternoon session included 21 workshops presented by representatives of the Office of Navy Budget, the Office of Financial Operations, and Headquarters Marine Corps (FD).
