$3.7 Million Not-to-Exceed Amount Contract to Register Sites for

ISO 9000 Goes to National Quality Assurance USA

National Technical Systems Inc. (Nasdaq NM:NTSC)(NTS), a leading provider of quality and compatibility testing and staffing services for telecommunications, information technology and other industries, Wednesday announced that its 50 percent-owned subsidiary, Boston-based National Quality Assurance-USA (NQA-USA), has been awarded a five-year, $3.7 million not-to-exceed amount contract from the National Aeronautics and Space Administration (NASA) to be its national quality management systems registrar.

NTS President and Chief Executive Officer Jack Lin said the contract calls for NQA-USA to register all NASA sites across the nation to the internationally recognized ISO 9000 quality standard. The contract includes the potential to expand the scope of the registration of the sites to include the Environmental Management Systems standard ISO 14001.

The contract was conducted under the Consolidated Contracting Initiative, which allows the benefits to be extended to all NASA sites and any other federal agency that wishes to be registered. Selections were based on the best value for the government using the following criteria: technical expertise, past performance and cost/price.

NASA began the initiative to improve safety and quality of its sites in November 1996 when it required them to become ISO 9000 registered by an internationally recognized registrar by September 1999. As part of that initial effort, NQA-USA initially registered the Lyndon B. Johnson and George C. Marshall Space Flight Centers.

The technical competence of NQA's staff of aerospace auditors is amply demonstrated by a client list includes the European Space Agency -- European Space Operations Center and national agreements with The Boeing Co., Lockheed Martin and The Raytheon Corp. Other government customers include Tinker Air Force Base -- Oklahoma City Air Logistics Center and the Federal Aviation Administration (FAA).
