National Technical Systems, Inc. Discloses Intention to Conduct Sampling Program at Its Santa Clarita Facility.

CALABASAS, Calif. -- National Technical Systems, Inc. (Nasdaq:NTSC) (NTS) has entered into a Voluntary Compliance Agreement with the California Department of Toxic Substances Control ("DTSC") to conduct soil and groundwater confirmation sampling at its Santa Clarita facility. National Technical Systems submitted its sampling Work Plan to the DTSC after being informed by EPA representatives that it has been unable to conduct the sampling program at the Santa Clarita facility due to budget constraints. In order to ensure that the sampling program is completed as soon as possible, National Technical Systems has asked the DTSC to oversee its Work Plan, and the DTSC has agreed to do so. The Company expects to begin sampling next month.

The Company is concerned that contaminants from the adjacent Whittaker-Bermite property may be migrating to its Santa Clarita facility. NTS' facility property is bordered to the east by property owned by the City of Los Angeles Department of Water and Power ("DWP"). Further east NTS currently has 118 acres of raw land for sale near its Santa Clarita facility, which is also subject to the sampling program. NTS has no reason to believe that contamination will be found on the 118 acres, however, because of its remoteness to the Whittaker-Bermite property.
