 Award finalists. All four Class I (populations more than 250,000) finalists are from the Southeast region. They include the Baton Rouge Baton Rouge (băt`ən rzh) [Fr.,=red stick], city (1990 pop. 219,531), state capital and seat of East Baton Rouge parish, SE La.  (La.) Recreation and Park Commission, Fairfax County (Va.) Parks & Recreation, Howard County (Md.) Recreation & Parks and Lee County (Fla.) Parks & Recreation. Greensboro (N.C) Parks & Recreation Department is a Class II (populations between 100,000 and 250,000) finalist, while Asheville (N.C.) Parks and Recreation Department is a Class III (population 50,000 to 100,000) finalist. There were two Class IV (population 25,000 to 50,000) finalists from this region: James City (Va.) County Division of Parks & Recreation and the City of Ormond Beach (Fla.) Leisure Services.
