National Law Library Supports Universal Citation; New Citation Form Eliminates Need to Wait for Publishers to Assign Volume and Page Numbers.

:ELAW ELAW Environmental Law Alliance Worldwide ), a rapidly growing online legal research service, announced today that it supports the use of Universal Citation, which has been adopted by nine states: Pennsylvania, Wisconsin, Maine, Montana, North Dakota North Dakota, state in the N central United States. It is bordered by Minnesota, across the Red River of the North (E), South Dakota (S), Montana (W), and the Canadian provinces of Saskatchewan and Manitoba (N). , South Dakota, and Oklahoma. Proposals are pending in seven other states (New Jersey, Illinois, Florida, Georgia, Tennessee, Arkansas, and Utah), and four states have adopted paragraph numbering for pinpoint citations (Arizona, Colorado, Missouri, and Maryland). National Law Library has published an article on its site to educate attorneys and other legal researchers about this citation form.

For decades, legal researchers have had to wait until the official reporter for a court would announce its assignment of a volume and page number to an opinion by the court. That then became the "official citation" for the case when it was used in legal briefs and memoranda. Now, however, courts that have adopted Universal Citation are assigning paragraph numbers, along with the case number and parties' names. "This will revolutionize legal citation, and cause the famous Harvard Bluebook to address a new set of rules, brought about by technology and the Internet," says Carol Wilson, a vice president of National Law Library.

Universal Citation is endorsed by the American Bar Association American Bar Association (ABA), voluntary organization of lawyers admitted to the bar of any state. Founded (1878) largely through the efforts of the Connecticut Bar Association, it is devoted to improving the administration of justice, seeking uniformity of law  and the American Association of Law Librarians.  that all jurisdictions adopt such a citation form, and states are now beginning to accept it. "The momentum is clearly with Universal Citation," according to Wilson.
