In a recent presentation to 300 School Resource Officers and Principals put on by the Justice Department's COPS program, Wolfgang Halbig, Executive Director of NISWS NISWS National Institute for School and Workplace Safety , asked the audience: "How do you know how or what to spend the money on if you don't first determine what your problems are?
