NYC DEPT. OF ENVIRONMENTAL PROTECTION AWARDS CONTRACT TO STONE & WEBSTER TO IMPLEMENT LONG-RANGE SLUDGE PLAN

 NEW YORK, Nov. 2 /PRNewswire/ -- The New York City Department of Environmental Protection has awarded Stone & Webster Engineering Corporation a $13.5 million engineering services contract to support the city's long-range sludge management program.
 The long-range plan is the final element in the city's program to be implemented since the cessation of ocean disposal of sewage sludge.
 The recent contract award continues Stone & Webster's involvement in New York City's sludge management program, which began in 1988 with the construction of eight dewatering facilities. Stone & Webster was responsible for facilities planning, permitting, design and construction management of the dewatering facilities, which handle the city's entire sludge production. In addition, Stone & Webster assisted the city in the implementation of its interim sludge management program. This assistance included RFQ/RFP development and contract negotiations for the near-term provision of sludge disposal/reuse services.
 The scope of services being provided to implement the long-range plan involves design, permitting and construction liaison services for the rehabilitation of six marine barging facilities, including container handling equipment. Stone & Webster's contract also includes provision for "Associated Tasks," encompassing market development services for the beneficial use of sludge products, development of product use demonstration projects, and the implementation of public education and community outreach programs.
 Previously, Stone & Webster developed the structure of the long-range plan through a comprehensive alternative evaluation process. The plan, to be implemented by mid-1998, is in accordance with a federally mandated implementation schedule.
