NY Building Congress opposes budget reform.

 Building Congress has announced its opposition to the proposed budget reform amendment to the State Constitution, which will appear on the November ballot.

The amendment seeks to push back the start of each fiscal year to May 1.

In addition, the amendment calls for implementation of a contingency budget, if an agreement on the Governor's budget proposal is not reached on time, that would provide the same appropriations as the previous year's budget and empower empower verb To encourage or provide a person with the means or information to become involved in solving his/her own problems  the New York State Legislature A state legislature may refer to a legislative branch or body of a political subdivision in a federal system.

"Intended to give the legislature incentives to pass a timely budget, the proposed amendment will do exactly the opposite by rewarding the legislature for delaying passage of the Governor's budget," said Building Congress chairman Frank J. Sciame.
