Sellers said the council wants to adopt an ordinance regulating adults- only businesses ``before someone decides to open one in Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. The proposed ban on public nudity is modeled after one passed in Erie, Pa., that the U.S. Supreme Court upheld, Sellers said.
