NUDISTS FIND PROPOSED COUNCIL ORDINANCE CHILLING.

 to consider regulating sexually oriented businesses.

``It's a two-prong package before the City Council, prohibiting nudity - walking down Main Street or whatever that may be without any clothes - as well as a proposed ordinance to regulate those businesses we generally refer to as adult entertainment,'' City Attorney Mark Sellers said.

Sellers said the council wants to adopt an ordinance regulating adults- only businesses ``before someone decides to open one in Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown. .''

The proposed ban on public nudity is modeled after one passed in Erie, Pa., that the U.S. Supreme Court upheld, Sellers said. The city attorney's staff would determine whether a violation is an infraction Violation or infringement; breach of a statute, contract, or obligation.

The term infraction is frequently used in reference to the violation of a particular statute for which the penalty is minor, such as a parking infraction.

Sellers said the U.S. Supreme Court ruled that public nudity may be banned by a law that focuses on it as conduct, not as self-expression or a message.
