NOVEN ANNOUNCES EXPANSION OF MIAMI MANUFACTURING FACILITIES; PHARMACEUTICAL COMPANY TO ADD 800 JOBS IN SOUTH DADE COUNTY

 MIAMI, Feb. 8 /PRNewswire/ -- Noven Pharmaceuticals, Inc. (NASDAQ: NOVN) announced today that it is expanding its manufacturing facilities in Miami.
 Noven signed two real estate purchase agreements for an existing building and property in Miami. In a related transaction, Rhone-Poulenc Rorer (NYSE: RPR), pursuant to a prior licensing agreement with Noven, signed a real estate purchase agreement for two buildings situated on several acres of land which will be leased to Noven for use as a manufacturing facility. The buildings and property purchased by RPR are next to the building and property purchased by Noven.
 "This is a tremendously significant industrial expansion for Dade County," said John Anderson, president of The Beacon Council. "A substantial portion of the Noven product will be manufactured for export, strengthening Dade County's position as a center for international commerce. The construction of this new state-of-the-art facility in South Dade clearly demonstrates that the community is on the mend following Hurricane Andrew. Pharmaceuticals are a high-tech industry targeted by The Beacon Council for increased investment in our county. An estimated 800 jobs will be directly generated when the project is fully implemented and, we estimate, an additional 1,400 indirect jobs will be created. And the construction jobs provided are not included in those figures."
 Steven Sablotsky, president and chairman of the board of Noven, said, "We chose to remain and expand in Dade County for a number of reasons, including the county's outstanding resource base." Additionally, Sablotsky added, "The Beacon Council and Team Miami made a substantial contribution to facilitating the success of this venture."
 A Team Miami, comprised of 15 local business and government leaders, has been actively supporting the Noven project for the past four months.
 Thad Adams, Team Miami coordinator and Beacon Council vice president, said he "particularly wanted to thank the Dade County employees who were very responsive and enthusiastic in helping Noven with a number of regulatory requirements."
