NOVEMBER ALREADY? THEY'RE BARELY FINISHED WITH THE NEW SEASON, AND ALREADY THE NETWORKS ARE GEARING UP FOR SWEEPS.Byline: David Kronke Television Writer There isn't the usual pile of events stacked high for November sweeps - the networks were still introducing new shows and reintroducing old ones this past week. It just wouldn't be sweeps, however, without stunt casting; a couple of big, dopey miniseries; and silly specials, and thoughtfully, the networks have lined up a few of each for us. Here's a select list of special programming: Tonight ``Jackie Bouvier Kennedy Onassis'' (CBS (Cell Broadcast Service) See cell broadcast. , Channel 2, 9 p.m.; concludes Wednesday night) stars Joanne Whalley - who has already essayed another pop-culture heroine, Scarlett O'Hara, in a previous gratuitous miniseries - as the woman who had the good sense to be born into a nice family and marry well, repeatedly. Tim Matheson, Tom Skerritt, Frances Fisher, Fred Ward and even Andrew McCarthy co-star. Fox's powerhouse Sunday lineup ``Futurama,'' ``King of the Hill,'' ``The Simpsons,'' ``Malcolm in the Middle'' and ``The X-Files'' - returns tonight, beginning at 7 p.m. (Channel 11). Of special note: ``The Simpsons'' celebrates its 250th episode with a visit from The Who (Homer trashes more stuff than they do); ``Malcolm'' wraps up its ``Where's Dewey?'' cliffhanger cliff·hang·er n. 1. Nov. 23 ``Grand Ole Opry 75th: A Celebration'' (CBS, Channel 2, 9 p.m.) continues the week's infatuation with country music. Vince Gill and Dolly Parton host; Garth Brooks, George Jones, Loretta Lynn, Martina McBride and Trisha Yearwood are among the performers. NBC exploits its Thursday-night powerhouse lineup again, with a special hourlong episode of ``Will & Grace'' focusing on when Will first revealed he was gay to Grace - who was dating him at the time (Channel 4, 9 p.m.).
