NOTES : KENNEDY PITCHER GARLAND COULD BE A FIRST-ROUND PICK.Byline: Eric Sondheimer Daily News Deputy Sports Editor The winter baseball season is over for Kennedy High School All-City pitcher Jon Garland, and by all accounts, he has positioned himself to become a high draft pick next June. ``I would say he's knocking on the door as a first-round pick,'' said Allan Simpson, editor of Baseball America magazine. Simpson is putting together his list of the top 100 high school senior baseball players in the nation, and he said Garland should be ``in the top 10 or 12'' in the country. Garland, who has signed a national letter of intent with USC An abbreviation for U.S. Code. , was clocked this winter at throwing more than 90 mph. But to become a first-round pick, he must demonstrate he can throw that hard over more than just a couple of innings. Garland pitched for the final time this winter on Saturday against Thousand Oaks. Now he'll give his arm a rest for the next three weeks while working out in the weight room and preparing for the spring season ahead.
