Hooven has suggested that he might be willing to answer written questions submitted in advance, McDonald said, but has offered no guarantee.

Hooven claims he is not being uncooperative, just practical.

The board president said Tuesday that he has already testified about the matter to the investigator whose work led to the formation of the board committee.

"I've already testified and been exonerated," Hooven said. "This is much adieu about nothing. It's redundant.

"If there are new allegations, they should put them in writing."
