Maurice Taylor, averaging 10.2 points and 3.7 rebounds in his first year with the Clippers, is one of 16 picked to play in the NBA's All-Rookie game during All-Star Weekend in New York.

Taylor will play for the West along with Houston's Rodrick Rhodes, the former USC standout.

For the East, San Antonio's Tim Duncan, New Jersey's Keith Van Horn and four members of the Cleveland Cavaliers will suit up. Cleveland is the first to have more than three players in the rookie game. The Lakers had Kobe Bryant, Derek Fisher and Travis Knight selected for last year's game.

No parking: Former Golden State Warriors guard Latrell Sprewell, serving a one-year NBA suspension, was cited late last month for violating a park curfew at Lake Chabot Park in Castro Valley.

Sprewell was in his parked truck at 4:02 a.m. when he was cited Dec. 28, said Capt. Steve Krull, in charge of field operations for the East Bay Regional Park District Police Department. The parks are closed from 10 p.m. to 5 a.m.

``The parks are not meant to be open because there's nothing there to do at night,'' Krull said.

Sprewell has until mid-February to either pay a fine or request a hearing on the citation in Hayward-San Leandro Municipal Traffic Court.

Sprewell's citation was reported Thursday in The Pioneer, the campus newspaper at California State Hayward.

Sprewell was suspended by the Warriors for 10 games after he choked and reportedly threatened to kill coach P.J. Carlesimo during practice on Dec. 1. Two days later, the Warriors fired Sprewell and voided the final three years on his $32 million contract. One day after that, the NBA suspended him for a year.
