 tribe's $500,000 donation to Lt. Gov. Cruz Bustamante has raised questions about whether Bustamante is unfairly maneuvering around California's new fund-raising rules.

The state's Fair Political Practices Commission argues that he's violating the spirit of laws that limit donations to $21,200 per donor.

But Bustamante's lawyers say it's no accounting trick. They maintain that it's legal to donate significantly higher amounts to a campaign committee that existed before the rules changed, then shift that money to a new account.
