    ``As we look ahead to the new millennium, this program will allow baseball fans the opportunity to reflect on the game's history by casting their votes for players they believe are the greatest of the last 100 years,'' Selig said.

    Ballots will be available at major-league ballparks, online at baseball's official Web site - www.majorleaguebaseball.com - and at participating Kmart stores. Fans will pare the list of 100 to 25 in voting that begins today and runs through Sept. 10.

      Tough calls: Umpires will use the All-Star break to hold a special meeting today in Philadelphia to formulate responses to baseball's stance in negotiations on a new contract with their union, a lawyer for the umpires said.

      ``There's a lot of animosity out there between the umpires and baseball,'' said Pat Campbell, associate counsel for the Major League Baseball Umpires. ``We need to sit down as a group and decide what to do.''

      The meeting, which Campbell said will include most of the 68 major-league umpires, comes as the umpires' labor agreement is set to expire Dec. 31. Baseball hasn't talked to the umpires or offered them a proposal, prompting some umpires to say baseball wants to break their union.

      Campbell wouldn't say whether the umpires will take any actions such as striking or refusing to call some games this season.

      Baseball wants to implement a plan that will shift control of umpires from the league presidents and put them under a single governing entity.

      MAJOR LEAGUE ALL-CENTURY TEAM

      Following is a list of the 100 players on Major League Baseball's official All-Century Team ballot. Fans can vote for nine outfielders, six pitchers and two players at each position. The program runs through Sept. 10.

      FIRST BASE - Jimmie Foxx, Lou Gehrig, Hank Greenberg, Harmon Killebrew, Buck Leonard, Willie McCovey, Mark McGwire, Eddie Murray, George Sisler and Bill Terry.

      SECOND BASE - Rod Carew, Eddie Collins, Frankie Frisch, Charlie Gehringer, Rogers Hornsby, Napoleon Lajoie, Joe Morgan and Jackie Robinson.

      SHORTSTOP - Luis Aparicio, Luke Appling, Ernie Banks, Joe Cronin, Cal Ripken Jr., Ozzie Smith, Honus Wagner and Robin Yount.

      THIRD BASE - George Brett, Eddie Mathews, Paul Molitor, Brooks Robinson, Mike Schmidt and Pie Traynor.

      CATCHERS - Johnny Bench, Yogi Berra, Roy Campanella, Mickey Cochrane, Bill Dickey, Carlton Fisk, Josh Gibson and Gabby Hartnett.

      OUTFIELDERS - Hank Aaron, Cool Papa Bell
