NO-CONFIDENCE VOTE FOR PARKS? POLICE UNION SETS BALLOTING ON CHIEF PERFORMANCE.

``Chief Parks has failed our city and he has failed his own police officers,'' League President Mitzi Grasso said at a news conference at the union's downtown headquarters.
