Reyes, who was off-duty at the time of the incident, will not face criminal charges, Senior Deputy District Attorney Kevin Suh said in an 18-page report.

``Based on the statements of the witnesses and the physical evidence, it is the conclusion of the District Attorney that Officer Reyes acted in self-defense or lawful defense of others when he fatally shot Mario Lopez,'' Suh wrote in the report.

The Oct. 31 shooting occurred in the 4500 block of Barnard Street at a Simi Valley home where Reyes was living.
