NIGERIA - Private Refining Projects.


In June 1996, as the then military government adopted a liberal approach advocated by the finance ministry, the oil ministry gave two private oil companies permission to have export refineries built with a total capacity of 300,000 b/d. Brass Refinery Ltd. was allowed to have its plant built at Brass, in the southern Rivers State, with a capacity of 200,000 b/d. Qua Petroleum Refinery Ltd. was given a permit to have a 100,000 b/d plant built at Ibeno, in the south-eastern state of Akwa Ibom.

 would buy products from them at international prices. But no progress about these projects has been reported so far.

GTL Venture: Nigeria is to have the biggest gas-to-liquids (GTL) plant in the world. This will be a JV led by Chevron and Sasol of South Africa, with a a $1 bn GTL complex to be built alongside Chevron's Escravos gas plant. The GTL plant will be on stream in 2003 with a capacity of 30,000 b/d of synthetic crude oils. These will then be processed into top quality diesel, naphtha naphtha (năp`thə, năf`–), term usually restricted to a class of colorless, volatile, flammable liquid hydrocarbon mixtures.  and other liquids for export. On June 9, 1999, Chevron and Sasol signed an MoU for an alliance to develop GTL projects in various parts of the world, including Nigeria.
