Congressman Brad Sherman, D-Sherman Oaks, announced Friday that he is engaged to Lisa Nicola Kaplan, a foreign affairs officer for the U.S. State Department.

``I'm thrilled,'' said Sherman, who said he has known Kaplan for more than a year after the two met at a Washington, D.C., restaurant.
