NEWS LITE : MAN PROVES MAIL SLOWER THAN SNAIL.

When Hristo Stamenkovic got a 4-year-old check from the phone company, he decided to calculate which was faster: his mail or a snail.

Answer: a snail.

A retired engineer for the city of Riverside, Stamenkovic recently found an envelope in his mailbox. Sent from San Diego San Diego (săn dēā`gō), city (1990 pop. 1,110,549), seat of San Diego co., S Calif., on San Diego Bay; inc. 1850. San Diego includes the unincorporated communities of La Jolla and Spring Valley. Coronado is across the bay. , it was postmarked Feb. 14, 1994. It contained a telephone company check for $104.69.

It had the right address and correct postage for the date, 29 cents.

``A beautiful, clear envelope,'' the 80-year-old said. The envelope wasn't damaged and it bore no clue as to why delivery took so long.

Testing the term ``snail mail'' - computer users' jargon for regular postal service postal service, arrangements made by a government for the transmission of letters, packages, and periodicals, and for related services. Early courier systems for government use were organized in the Persian Empire under Cyrus, in the Roman Empire, and in medieval  as compared to e-mail - Stamenkovic calculated distance against time. He figured that the envelope traveled 90 miles from San Diego to Riverside at a rate of 6.921 inches per hour. That's easy cruising even for slugs.

``A snail would come faster than my check,'' Stamenkovic said.
