NEWS & NOTES : USA GIVES WHALE OF A BUDGET TO HALMI FOR `MOBY DICK' FILM.Cable's USA Network has a whale of a miniseries on deck for next season. The network announced that Robert Halmi Sr. (``Gulliver's Travels'') will executive produce a four-hour movie based on Herman Melville's classic tome ``Moby Dick Moby Dick pursued by Ahab and crew of Pequod.
