NEWS & NOTES : `HOME IMPROVEMENT' STAR ALLEN JOINS $1-MILLION-PER-EPISODE CLUB.Byline: Daily News Wire Services Actor one-upping continues to drive up the cost of producing sitcoms, as Tim Allen's reps have reached an agreement with Disney to pay the ``Home Improvement'' star $1 million-plus per episode, in the same ballpark as Jerry Seinfeld's salary for his NBC NBC in full National Broadcasting Co.
