In a series of subtle and not-so-subtle name changes, House Democrats are ensuring the committees they will be leading for the first time in a decade reflect their priorities. ``It's like an animal urinating on a tree. They're marking their territory,'' said Jack Pitney, political science professor at Claremont-McKenna College. Meanwhile, the House Committee on Resources is reverting to the name it had before the Republican takeover in 1994 -- the Natural Resources Committee.Democrats' decision to return the word `natural' evokes nature, Pitney said, and ``is a nod toward the environmental community.'' The Education and Workforce Committee, formerly chaired by Rep. Howard ``Buck'' McKeon, R-Santa Clarita, also is returning to an old name - Education and Labor. Republicans initially changed the 130-year-old panel to the Committee on Economic and Educational Opportunities and later to Committee on Education and the Workforce ``because, God forbid the word `labor' should exist in Republican life,'' one Democratic aide sniped.
